What the Climate Law No. 7552, adopted by the Turkish Grand National Assembly, imposes on municipalities

the 7552 Climate Law, which entered into force after being published in the Official Gazette on July 09, 2025, explicitly assigns the responsibilities of combating climate change and adaptation to local governments.

• According to the law, Provincial Climate Change Coordination Boards will be established in each province under the chairmanship of the governor; municipalities will take part in the processes through these boards.
• Local Climate Change Action Plans must be prepared by December 31, 2027 at the latest.
• Municipalities are obliged to include topics such as adaptation to climate change, risk analyses, greenhouse gas mitigation measures, efficiency processes and monitoring systems in their plan tools.
• There is an obligation to share data by working together with public institutions and organizations; data requested from municipalities must be shared free of charge.
• Strategies such as net zero emission approach, use of renewable energy, protection of carbon sinks, circular economy practices have become binding for municipalities under the law.
