Exporters Attention: For CBAM From EU
The European Union has published a critical draft that rewrites the rules of the game under the Border Carbon Adjustment Mechanism (CBAM). CimpactPro Sustainability Regulations Unit warned exporters: "The consultancy and verification processes are now strictly separated, the era of 'both consultant and verifier' is officially over."
The EU Commission's new draft regulation dated November 20, 2025 contains radical changes that are closely related to Turkish industrialists and exporters. CimpactPro Sustainability Regulations Unit prepared and shared with its subscribers a critical information note that will determine the roadmap of companies ahead of the mandatory verification period starting in 2026.
"High Assurance" Era Begins
According to the draft analyzed by CimpactPro experts, the EU no longer demands carbon verifications as a simple approval process, but with the seriousness of a financial audit (Reasonable Assurance). The most striking detail in the information note is the conflict of interest rules. Accordingly, institutions that provide consultancy to a company on emission calculation or Monitoring Plan preparation will not be able to be the "verifier" of the same company.
This new system, in which individual verifiers are disabled and only accredited legal entities will be authorized, will radically change the way companies collect 2025 data.
